I thought he was black as well but it was shot very darkly.

It could be that the Jay we know is a dying clone.

I did get the feeling this episode that the real Jay Garrick was stuck in Zoom's prison in that mask. Why Zoom would lock Jay up in an iron mask, I have no idea. I would flip out if Billy Batson was...
