There's a huge difference between a film being "based on actual events" and being "a true story". Many films are based on real people and real events but are fictionalized to some degree. Somebody mentioned Saving Private Ryan, the story is based on an "actual event" during World War II ( the story of the Sullivan brothers being wiped out on a US Naval ship, thus creating the law that siblings can not serve on the same vessel or in the same base of operations). Another good example is The Natural. The scene where Roy Hobbs is shot is based on an actual event where an Olympic runner was shot in a hotel room. But the rest is a work of fiction. The film U-571 can be considered in the same category as these films.
