Why doesn't it? Harmonix got the licensing rights to allow the songs to be transferred to their new product on the current gen systems. One would think that would also allow them to make the game backwards compatible if they wanted to. I could see them not bringing any of the mainline Rock Band titles to BC because they would cut into RB4 sales but Rock Band Blitz is enough of its own thing for them to co-exist.

Because there's more to RBB than the songs. Sure, licensing the songs may have something to do with it, especially with how they were distributed, but it's just as easily likely the code isn't very amenable to the BC environment or it's possible that HMX doesn't want to pay whatever fees or other requirements MS has.
It may just not be worth the effort. Or it may be that they're planning to release it on X1 so the BC version would cut into their profits. Or it may be confusing since they can't put out any DLC for it as it lives on the back of that marketplace and the BC version would not have access to the RB4 library.
I would love a new RBB that accesses my entire library again.

So we went from "absolutely nothing to do with" to "may have something to do with".
I realize their are multiple back end reasons why Harmonix probably didn't bring it over. I simply said I thought it was weird they didn't since out of all their games it makes the most sense to be backwards compatible.

Licensing isn't code. Licensing isn't BC.
Moving DLC forward was always a core tenet of RB4 "as a platform". RBB as a game didn't get that guarantee.

My guess is that since all the RBB DLC is tied to the 360 store it would have to be re coded somehow to talk to the X1 store, verify the RB4 DLC, and then magically translate all your entitlements properly.

I don't get the point of a Season Pass on Spotlight Songs. AT ALL. Can't imagine buying DLC songs you don't even know of yet.

If anyone is looking to pick up the band bundles for a decent price, they are on clearance at Target. I saw two XB1 bundles today for $50.98 (70% off). DPCI is 207-32-0143 if you need to check brickseek.

RB4 Roadmap highlights from REDDIT:
"Online Quickplay Enhancements" which includes a server browser instead of a completely random matchmaking system (Early 2018).
First two weeks of November DLC announced (Rewinds: "Bad Reputation" by Joan Jett and the Blackhearts, and "I Wanna Be Sedated" by Ramones. New: "Slow Ride" by Foghat, "Play That Funky Music" by Wild Cherry, and "Blister in the Sun" by Violent Femmes).
No to very low possibility of Stage Kit support.
Talked about an improved and revamped character customization but never really said if they were working on it or not but.
Talked about score duels and mentions that we are looking at a competitive mode sometime in 2018 (Don't know if it's score duel).
Ability to set your Rivals crew to "public" or "private" so that random players can willingly join crews without having to be accepted first (Set to release in an early November update which also includes minor Rivals related fixes and harmonies instrument UI tweaks).
Season 3 rewards shirts revealed.
Update to the harmony symbol pitch indicators, along with adjusting the existing harmony pitch colors in order to better recognize unison phrases (Set to release alongside the early November patch).
Loot boxes to never be implemented into the game.
