I say Bioshock 1.
Infinite did a much better job telling the personal storyline with Dewitt and Elizabeth, but not nearly as good a job when it comes to the world of Columbia/Comstock vs Rapture/Ryan and the greater themes each game tackles. They both have great art design, and even though I'm naturally more drawn to the bright, airy world of Columbia, I have to admit it doesn't beat the the art deco ruins of Rapture. Gameplay wise I don't think either game is great, but I felt Infinite's fights got very repetitive. Based on what I saw pre-release I have to assume that tears were suppose to play a much bigger role in the fight mechanics and they got scaled down quite a bit |

The tears (and vigors) become much more important in 1999 mode.
