I agree on Vice City.. but it got bonus points for the awesome 80's soundtrack and that Miami Vice feel to it. GTA3 was fun.

I only played III and Vice City, but I felt that Vice City was the best...except for that damn rc helicopter mission...I came close to throwing the disc out the window a few times.

They fixed the RC Baron mission when they re-released the game. I played through SA a second time when I got the special edition version and this mission was MUCH more manageable - I beat it on the second try with fuel to spare

I prefer the 80's atmosphere of Vice City to the one in San Andreas, but I prefer the scope of SA, as well as it's tweaks in game play, such as finally being able to swim (which isn't that cool in and of itself, but it also means that you don't automatically die as soon as you hit the water--something that's incredibly annoying in the previous games).
So, another vote for SA, but VC is right up there, too.

It was much easier when I realized I could fly over and kill the guards first, then start the timer when I picked up the first bomb. Dropping them in the cleared-out building was much easier

Exactly. I felt there was almost too much happening. I really didn't even get into "Vegas" in San Andreas, because of the stupid flying lessons. I wish there was a way to bypass the flying all together, it was never really a strong point for any of the games.
I enjoyed VC much more.

I bought San Andreas when it came first came out and I still haven't finished it. I just don't connect with the thug theme. I really liked III because you were pretty much a nobody. My favorite is Vice City though, you just can't beat the sound track and atmosphere.

San Andreas is enjoyable, but too much like The Sims. Having to eat pisses you off in the end.
In my opinion, GTAIII is the most well-rounded of all the games - although it's the most linear, and the targeting system isn't fabulous, it came closest to creating a living, breathing city, which is what the designers wanted (I think the fact that you start off in a city with an industrial feel helps). The atmosphere is brilliant.
Vice City is also very, very good. It's a lot more tongue-in-cheek, with references to the 80s like you'd expect, and flouncy Hawaiian shirts everywhere. The missions are more varied, and there's the element of choosing where you want to go by buying properties. Helicopters are a great addition too.
If you want to get just one, get Vice City, because it's truly an enormous game, and will last you for a good while. If you want two, get III as well, because it's a more atmospheric game, and Chatterbox FM (the phone-in radio station) is the best station out of all the games.

I love playing all three of them, in fact I've had my playstation 2 since Febuary of 02 and there still the only games I really play, Vice city is my favorite but the thing I enjoy about san andreas is that it's the closest I'll get to being in the inner city since I'm a big coward.
