When do you get to buy properties?
I noticed you can go inside the malibu club can you do anything in there? And is there any other clubs or places you can go inside and do things in?

You can buy properties as soon as you have enough cash....you need to complete some missions. It takes some time to earn enough money for some of the more pricier property but once purchased....they earn money for you to the tune of about $5,000 or so per day. :)

You can purchase properties after you have acquired the mansion and then completed a series of missions there.

Properties will generate revenue for you as long as you complete the missions at the properties.

Is the mansion Diaz's mansion? If so what is the best way to get the fastest boat? I keep getting killed.
