Code For Target Course in Mario Kart ?

I remember seeing a thread about this as soon as the game came out.

Does anyone know the code to get to the Target course ?

It was Mario Golf that had the extra Target Tournament, not Mario Kart. If you still need the code for Mario Golf, try gamefaqs.com on the cheats/codes page for the game. They have a list of codes for a bunch of different unlockable tourneys.
