Is there a way to combine all 6 neighborhoods into one big Springfield metropolis? I've unlocked all the neighborhoods and I can't seem to find how to do this. Surely, there is a way to do that since they have roads leading to diff. areas.

No, although this was originally intended it never made it in the final version.
