This is the 3rd time a store has carried this for 9.99. Does this game suck royally or something?

I picked it up at Toys R Us while doing some other shopping a few weeks ago for $9.99. I actually asked the guy working the same question, being Madden 2002 was right above it for $19.99. Being new to the GBA arena, I couldn't quite figure this one out (bought them for the kids for Christmas this year). It would seem to me that the Madden 2002 would be discounted in hopes of getting the stock out of the store, since a newer version is available.
