Maybe it was just my mood last night, but I found the episode to be horribly unfunny.
I don't really follow or care about Harry and Meghan, so having an entire episode devoted to mocking them fell flat for me. As often I find the case to be, I think people who complain about something annoying are actually more annoying than the thing they complain about.
As for the b-story, I find the theme with Stan hanging out with Tolkien more and more and Kyle becoming estranged from his best friend to be more interesting. It's probably one of those things everyone goes through around that age where your best friend or another close friend finds another friend and starts to cut you out.

I'm not sure they can even use the Pandemic as an excuse to not produce more episodes, since South Park would probably easy to put together remotely while everyone was on lockdown.

I think HBO might have a case. After the HBO deal was made they delivered a truncated two-episode season, and two truncated six-episode seasons, while shifting (arguably better) content over to Paramount+. I always thought it was kind of weird that "Season 24" only consisted of two episodes, but now it sort of makes sense.

Yeah, if they were contractually obligated to deliver three ten-episode seasons to HBO, then I don't see how Paramount can wriggle out of this. We haven't seen the actual contract involved, but I would assume that HBO would have been smart enough to not give them a way to weasel out of it. On the other hand, I also have trouble believing that Paramount would be stupid enough to renege on a $500M contract, too.

Anyone with half a brain can see that Paramount regrets licensing everything out to HBO MAX and wishes it had the content to prop up Paramount+, and that the "specials" were a way to try to circumvent that. HBO MAX makes a pretty compelling case of that in the lawsuit, but I guess we'll have to see what Paramount's response is.
I imagine the parties will come to some kind of settlement, maybe reducing the amount of of fees HBO MAX has to pay. Paramount has a lot of nerve complaining about licensing fees not being paid. I wouldn't be paying them either if Paramount hadn't been delivering content like they should have.
