Help identifying curious live-action tv show intro from 80s

Help identifying curious live-action tv show intro from 80s
Hello!
I have been wracking my brain trying to identify this show from when I was a kid. It could've been a show from the 80s or something that i watched in syndication from the 60s - 70s (there was a lot of Dennis the Menace, Lassie, etc on TV at that time but it's neither of those).
Anyway, in the intro I remember a girl gathering flowers and going to a fountain and either rinsing them off or filling up a bucket/watering can. I guess she was in a garden of sorts. This was live-action and not a show that was on a set or anything, it looked like it was outside in the world. I don't remember any puppets, but that doesn't mean there weren't any in the show, just not in that part of the intro. She was a young girl and it's a clip I saw a lot so it could've even possibly been a commercial (?!)
Either way this would be pre1990 so nothing that came out that late.
In my head I keep hearing the Pinwheel theme, but i have watched so many clips and the intro to that show and nothing about it looks like what I am remembering. It could be PBS, Disney, Nickelodeon...really anything. Does anyone remember this at all?

It was something I watched as a young child and I can remember it vividly but can't find anything because it was such a small piece. I'm remembering it as opening credits. early 80s. It's a close up shot of a young girl as she walks up from the right side of the screen over to a fountain, like a garden fountain with constant flowing water not a drinking fountain, and has maybe a watering can or is carrying flowers folded up in her dress/apron. She kneels down and uses the fountain to rinse her flowers and fill her watering can or bucket. it sounds very British to me but I can't remember anything about the show. for years I thought it was the pinwheel opening but is certainly not. I wish I had more to go on. it's not Anne of Green Gables or Little House on the Prairie. it looks very late 70s early 80s, similar to early sesame street live action clips where kids are playing.

I don't remember the show you're asking about, but now the Pinwheel theme is spinning around in my head too - thanks for that :)
