From the press release:
"US premiere will start at the same time as the UK debut on-air on Sunday, October 7th (time to be announced), followed by a special encore in its new regular primetime evening slot"
They've done this before for the premiere. BBCA airs it at the exact same time as in the UK, which means it airs at like 3pm EST in the afternoon to match with the UK air time of 8pm, for example. So US viewers can watch it at the exact same time UK viewers are. Then BBCA repeats it in a primetime spot for all those who didn't watch it live.
For the rest of the episodes of the series, the UK will likely see them first, as BBCA will air them later that night in the US, but for the premiere, being in the UK won't mean you'll be watching it any earlier than you could in the US.

Back to what we did manage to glean from The Times article and Chris Chibnall’s response. First, to be clear, this is a brand new slate – everything will be different. New showrunner, new Doctor, new Companions, new TARDIS, new sonic, and new enemies. That means there will be no Daleks, no Cybermen, no Weeping Angels, no familiar foes. It will be a leap into the unknown. A few other characters that won’t be back are Missy played by the speculator Michelle Gomez, and according to Chris Chibnall, no River Song.

^That's good news to me. They've dipped into those wells (Daleks, Cybermen, River, etc.) far too often. Doctor Who is at its best when it's covering new ground, IMO.

The fourth Doctor only faced the Cybermen once in seven years and the Daleks twice. Each subsequent Doctor (five, six, and seven) only faced each foe once. It makes their appearances less special when they show up every year.
I’m assuming “Missy” is gone for good and there will be a new Master when the character returns.

Sounds good to me. I'm ready for something new and refreshing. I also hope they explore more worlds rather than stick around various time periods of London area Earth. =P
