Also, these dudes will be Guest starring this season:
· Michael Jai White plays Ben Turner, a claw-wielding assassin better known as Bronze Tiger, who's well known to DC Comics fans as a member of both the League of Assassins and the Suicide Squad. On Arrow, he'll form an unholy alliance with fan-favorite villain China White (played by Kelly Hu), another well-established character in the DC Comics universe.
· Kevin Alejandro plays Sebastian Blood. Drawing inspiration from the iconic New Teen Titans nemesis Brother Blood, Sebastian is an alderman who rises to power in the wake of the earthquake that devastated Starling City in Arrow's first-season finale. Blood's "man-of-the-people" popularity instantly places him at odds with Oliver Queen, whose family he blames for the quake.

Summer Glau from Firefly and The Sarah Connor Chronicles is also joining the show as a recurring guest star.
Black Canary has also been announced. Since this is a big character in this series and the DC Universe, I'm going to spoilerize it:

So... could someone explain why it isn't Laurel?
Also... I like that chick a lot. She's super hot and was great on Death Valley and Mad Men.

Re: Arrow -- Season 2 News (Trailer, Casts, Spoilers)
Arrow has found yet another foe for Oliver Queen.
Spartacus vet Cynthia Addai-Robinson has landed the pivotal role of DC Comics baddie Amanda Waller, TVGuide.com reports.
In Arrow‘s iteration, Waller is employed by A.R.G.U.S., a clandestine agency that has a mysterious agenda and possesses key information about the Arrow.
Addai-Robinson — who plays a character previously brought to life by the likes of Angela Bassett, CCH Pounder and Pam Grier — will arrive on the scene in Episode 6, not long after the Episode 2 introduction of fellow Suicide Squad member Bronze Tiger (Spawn’s Michael Jai White).
Fun fact: On Spartacus, Addai-Robinson played the love interest of Arrow regular Manu Bennett’s character, Crixus. Any on-camera reunion would be unlikely, though, since Slade Wilson thus far has been confined to island flashbacks.

Re: Arrow -- Season 2 News (Trailer, Casts, Spoilers)
Glee alum Grant Gustin has landed a Flashy new role.
Arrow has tapped the 23-year-old actor to play the pivotal role of Barry Allen (aka The Flash), TVLine has confirmed.
Gustin’s Barry will be introduced in Episodes 8 and 9 of Arrow Season 2 (which premieres Oct. 9) as a forensics scientist working for the Central City police department — “just an ordinary man,” EP Andrew Kreisberg has said — who arrives in Starling City to look into a series of robberies that may have a connection to a tragedy in his past. A comic book fan boy, Barry is obsessed with Oliver’s crimefigthing alter ego.
Barry will also appear in Episode 20, a formal backdoor pilot for a potential spin-off more focused on this new character.
DC Comics Chief Creative Officer Geoff Johns, Kreisberg and fellow EP Greg Berlanti will cowrite the three Barry Allen episodes, while Arrow/Smallville pilot director David Nutter is on board to direct Episode 20.
Though the show’s creatives had said a blonde actor “would be preferred,” ultimately they wanted “the best actor for the part” — and/or “someone who look good in red,” Johns quipped.

Re: Arrow -- Season 2 News (Trailer, Casts, Spoilers)
Season 2 ending needs to be something like this:
Oliver at home, and somebody walks in or calls him, telling him to turn on the TV. Oliver does, and it's static. All of a sudden: "People of Earth: I am General Zod." cut to black
