Charlotte Ross from NYPD Blue and most recently Hit the Floor will be playing Felicity's Mom.
I didn't spoilerize it because it's not really a huge character for this series. Cool casting though.

Re: Arrow -- Season 3 News, Rumors, Spoilers, Castings
The biggest complaint in the early days of Green Arrow was that he was a carbon copy of Batman. It was only when he lost his fortune that he became a character all his own. Obviously, after 40 years that is all forgotten and they're now taking things from Batman and adding it to this version of GA.

The Arrow is going to meet No. 1 fan. The CW series is adding Carrie Cutter (a.k.a. Cupid) to season three and EW can exclusively report that Supernatural alum Amy Gumenick has been cast in the role. As in the comics, Cupid will be a lethal villainness with a dangerously obsessive crush on The Arrow. (Surely at least a few Arrow fans can relate?)
Arrow executive producer Andrew Kreisberg created the character during his run on the Green Arrow/Black Canary comic book series. “I always loved the idea of Green Arrow having a crazed fan,” Kreisberg told EW. “When I was writing the comic book, my big goal was to create a villain who would last. Cupid has since appeared in the DC Nation shorts on Cartoon Network, and to have her fight our TV Arrow is so much more than I ever could have hoped for the character.”
Arrow has been booking a slew of guest stars for season three. There’s also Glee alum Nolan Funk as Felicity Smoak’s ex-boyfriend. Plus Brandon Routh as Atom/Ray Palmer, J.R. Ramirez as Wildcat/Ted Grant and David Cubitt as Mark Shaw/Manhunter, to name but a few.
Gumenick played young Mary Winchester in flashbacks on CW’s Supernatural and was recently seen in AMC’s Turn. Expect Cupid to make her debut in the sixth and seventh episodes of the season. Arrow returns to The CW on Oct. 8, with its spin-off The Flash premiering Oct. 7.

Well, it seems Oded Fehr is not confirmed after all.
Liam Neeson Wants to Play Ra's al Ghul on Arrow
While he hasn't been approached about it yet, Star Wars Episode I and Batman Begins actor Liam Neeson told MTV today that he would reprise the role of Ra's al Ghul on The CW's Arrow "in a heartbeat."
The Academy Award-nominee previously played the villain in Batman Begins and The Dark Knight Rises. Producers on Arrow have repeatedly referred to Christopher Nolan's Dark Knight trilogy as being their "North Star" when setting the tone for the show.
“I would, in a heartbeat, if it came my way, yeah,” Neeson said when asked if he would play the role were it offered. “Very much so.”
“They have to believe in their philosophy,” Neeson added of playing villains. “Ra’s al Ghul absolutely believed what he was doing was ultimately saving civilization, and it was quite a good argument he comes up with. Throughout the ages this fraternity, that brought the plague to wipe out a section of mankind because it needed to be regenerated again. Very dangerous, but you have to believe it.”
Ra's al Ghul was referenced all throughout the second season, but never appeared onscreen. A teaser for the series' third season, released at Comic Con International: San Diego last month, revealed that Ra's will play a major role this year, with follow-up interviews confirming that he's the show's Season Three "big bad." His daughter, Nyssa Raatko, appeared in the second season and is likely to recur in Season Three. Her on-again, off-again girlfriend Sara "Black Canary" Lance left the show at the end of Season Two to rejoin the League of Assassins and Nyssa.
Rumors have been remarkably sparse so far as to who might play Ra's, with only one or two names floating around, and nobody from credible sources. Arrow is currently filming its sixth episode, while it's likely Ra's will appear in the midseason finale, episode nine, which is set to be directed by Percy Jackson: Sea of Monsters helmer Thor Freudenthal.

If you read other articles about what he said, it was that he would enjoy playing the role again. He said nothing about the TV show. The person asking him the questions didn't do much to clarify his comments.

Neeson is just saying he'd like to reprise the role.

What would make the DCU implode is if they not only got Neeson as Ra's Al Ghul but that they somehow got Christian Bale to guest star as Bruce Wayne. Not that WB would ever allow the latter.

I think it also will depend on Neeson's schedule and how heavily the showrunners plan to use Rhas this season. If it involves one or two guest appearances, should be manageable but more than that, it could complicate things.

Don't know who that Mat guy is. But I assume they went a cheap route rather than having to pay someone like Neeson. Who knows. He may be good.
Cant wait to the new season. Cant believe it took me until after season 2 was over to give it a watch.

yeah, they didn't go cheap. they went realistic. neeson is a movie star. he's not going to wind up on a tv show. he's too busy.
