Hulk's in the Avenger movies so he's cemented in the Disney/Marvel universe. One way or another Marvel's reacquired the rights: either Universal let them lapses or then came to an agreement like Sony and Marvel did with Spider-man.

They own distribution rights to any Hulk movies, but Marvel has creative control and would have to make the movie. This is part of the reason we haven't had any more Hulk movies. Disney doesn't want to split the profits with Universal. Namor is in a similar boat.

No idea where they stand with TV rights.

Guillermo del Toro was developing a Hulk reboot TV series for ABC. But, it's been in development hell and is unlikely to happen because of cost.

I think I see your problem. None of these movies are well regarded. In fact most of them are utter shit. You just had to weather the storm through the crap.
