I think this season is explicitly about moving this show away from the Buffy model of the big bad. I like serialized shows plenty well, but I think the big bad model is unnecessarily constraining. While I'm guessing we'll get another season a lot like that, there are plenty of good things to do with Raylan and company that don't require that sort of structure. I think this is a perfect example of such a season. We're learning things about characters we wouldn't have otherwise seen like the constable, are learning things about characters like Raylan's dad that wouldn't otherwise come out, and have gotten some delicious false starts.

I'm beginning to think this season is leading up to a major finale that sets the tone for the fifth season. I still fully expect the return of Limehouse and possibly Dickie Bennet (after all, we haven't had our annual Dewey Crowe appearance).

I hope so because this season just isn't doing it for me... it's still great TV, but it doesn't hold a candle to S2 or S3. The episodes are too sporadic and disjointed. First we had the church in the woods, then the bounty case, the search for the allegedly dead witness tied to Detroit mobsters, now Boyd is being black-mailed and then back to the bounty thing... we haven't heard from the waitress or ex-husband again either and I don't know if we should.

i did not know she was on the Secret Circle. looks much hotter on Justified.
Apparently there were scenes of Raylan getting into the shower with her filmed, and then they wanted to make things more ambiguous.
