My guess: I think the driver was Milton - he was wearing a wig to look like Andrea so that the folks in the prison would think she turned on them.
Reasons:
1. He had just had the speech with the governor about taking the bullet (and off camera the governor told him to saddle up).
2. He handles the zombies.
3. When he was talking to Andrea, he appeared to be in a hurry - which is why he was late driving the truck into the compound.

Also why the hell would it be Milton (not Dilton, this isn't Archie folks) when he was clearly in Woodbury when Andrea was questioning him.
Plus why would Milton, the top science guy, be placed in a situation where he is directly in the line of fire? Do you really think the Governor is stupid enough to put a key guy in harm's way like that?

A wig? Seriously? A wig? Why would they put a wig on him to make the group think Andrea turned on them if her presence is currently in question?
And why would Milton wear body armor when he's still convinced zombies can be reasoned with and conditioned?
And why would the Governor place his number one man in the line of fire...

He only seems to work on one at a time. Even if he was working on 30 or so, why would he use he research stock for the raid and not random zombies?
Also, during the episode the governor said he had thought Merle wa his right hand man and it seemed pretty clear he was looking for proof of loyalty. He also admitted to Andrea that his hopes of conditioning the zombies as a way to improve Penny's condition was foolhardy, so no doubt Milton's worth dropped a bit in the govenor's eyes.
In short, your Dragon Tattoo impersonation makes about as much sense as a screen door on a battleship.

I thought Milton was trying to condition the zombies at the Governor's request. We've already seen proof that he fears them and knows the damage they can do, as evidenced by the protective gear he put on while gathering them up.

There's this rationale about it: Zombies exist in "The Walking Dead" universe because they were never "imagined." Therefore, since they were never "imagined," the word "Zombie" never came about.
