Why can't Directv have programming on every channel?

Why can't Directv have programming on every channel?

They supposedly have unlimited capacity but could they have programming on every channel and maximize the capacity?

What prevents them from doing this?

there are channels like channel 203, 336, etc that have no networks or any shows being broadcast on those channels.

Pretty sure they don't have unlimited capacity if the keep having to throw up new satellites to add more HD Content.

Most cable or satellite providers keep numbers open between existing channels so when new channels are added they can keep them organized thematically without having to move channels too much.

My Comcast has been deleting channels to free up bandwidth as more HD progamming is added. Use to get both east and west coast feeds of premium channels but the west coast feeds are empty channels now.
Digital cable, requiring a box, begins at 100 and up. The have moved several channels to above 100(Hallmark is one). It seems half the channels between 13 and 50 are empty now.
