Every decade has its classic shows, so it's almost impossible to put one hands down over the other; therefore, I'm not voting.
This decade alone for example has, so far:
The Wire
Friday Night Lights
Arrested Development
Six Feet Under
The Sopranos*
Sex & the City*
*the bulk of which was shown in the '00's.
If anything, I'd say the 00's, in particular, are when first run, pay-service shows came into their own.

Like has been said, every decade has had it's classics. I try to think of which decade in which the most shows have held up the best --- and I think that's the 60's.
Batman,Andy Griffith, Beverly Hillbillies, Bewitched, Green Acres, Man from U.N.C.L.E., Wild Wild West, I Dream of Jeannie, etc.
There seems to have been a boom in creativity and most of those shows are still watchable forty years later.
