Just started watching this show , currently on ep 12 . Wondering how Chandra Suresh was able to come up with the list of everyone with the special powers.

That bothered me for a long time at the beginning. They eventually explain that

these people were discovered through some type of genome project. I took it as being something similar to the companies that will trace your lineage when you mail them a cotton swab of DNA from your cheek.

I may have forgotten the specifics, but that is the gist of it.
