This is the one character I'd go to those mattresses for. This isn't meant to diminish Kevin (who I think is quite funny in his own right), but Keith is one of the most popular cult characters of any series in the UK, let alone The Office. US viewers' unfamiliarity with Scotch Eggs, Peak Practice, and Ali G notwithstanding, Keith is the single best character of both Office series, let alone a Keith vs. Kevin showdown.

I voted for Kevin. Keith was one of my favorite characters, but I think Kevin gets more material to work with and his evil grins are my favorite. Plus we share a first name (and thankfully nothing else) so he gets bonus points for that.

This was a tough one because I think both are great, but I ultimately voted Keith due to that hysterical self-evaluation scene in the U.K. series. (One of my favorite scenes from that series.)

Can more people please vote for Keith? Kevin sucked at being a DJ for the Christmas party, so props to Keith for doing that well.

I'm glad you've found a character you find so endearing, but to call him to the best character of either series is more than a stretch. He isn't even the best character on his own series.

Now when I say character, I mean "character" if you get me, and I am speaking to his cult figure status.

The official BBC "The Office" website states "Ewen's superb acting has made Keith THE (their emphasis) cult figure in The Office." Gervais himself has stated that they began altering scripts to expand Keith's role due to his popularity. I doubt you could say either of those things about Kevin in the US series.
