I second Gill as a great secondary character.

Also, Hans Moleman (sp?) is very funny.

The scene where a drugged Mr. Burns drills into his brain has me laughing out loud everytime I see it.

So many of Phil Hartman's characters were wonderful, as many have pointed out. I'm surprised that no one has mentioned Apu. His scenes are usually very funny.
