It's actually a little unclear how much Windows 8.1 with Bing costs OEMs. MS mentions Windows being free for tablets under 9" in their announcement for Windows 8.1 with Bing:

HP recently announced the Stream 7 & 8, which are low-cost tablets that come with Windows 8.1 with Bing, so this may be the free version of Windows MS was talking about:

For larger screens, Windows 8.1 with Bing possible costs some money, but is still plenty cheap. MS has recently angled it as competition for Chromebooks:

You can now paste in directories into command prompt with ctrl+v. FINALLY.

A developer preview will be released tomorrow. The finished version will ship "later in the year" in 2015.

Edit: They've clarified that it will be released "after the Build conference, mid next year".

According to Mary Jo Foley over at ZDNet...
"First, of course, is the name. Microsoft is calling its next Windows release "Windows 10," not Windows 9, as many had expected. The reason? It's going to be the last major version of Windows and Microsoft wanted to signify it will be a big and cross-platform release."
