Can you have something 3-D printed without a CAD?

Can you have something 3-D printed without a CAD?

If I have an 4" action figure wanted a 12" version made via 3-D printing, is there a way to have it made without drawing up a CAD version? Could a modeler scan it in some way and then scale it up and print it? I am obviously a layman to this new technology, so any knowledgable folks' two cents are appreciated. Thanks!

Yes, there are 3d scanners out there, if it is just one item that you want, it may be cheaper to use a service that does it for you. 3d scanners can range on the low end from around $600ish
