Why I am getting faster than my rated download speed?

I have TWC 15/2, and i checked before and was getting about 15 down/1.6-1.8 up, but today, i checked again, and it was hitting 23-24 up. Is it a fluke or something? I have a Cisco 2100 modem (Docsis 2) which was provided free from TWC.

I get this or higher on Charter, but pay for 16M. I have no idea why the difference, but I'm not complaining!

the provisioning is in the database. someone may have accidentally updated some data and changed the speeds.

For Cox Cable here in Orange County they have some thing they call "Powerboost" that will let your bandwidth burst higher then your allocated rate.

Fumanstan beat me to it. Powerboost, boosts your speed for the first 20 seconds of your download I think, so any bandwith site would likely be recording your powerboost speed.

not to mention some ISPs list their speed as
at leastxxmbs
meaning they are just guaranteeing that speed, anything above it is gravy

Not twc, at least not what i have, they have "up to" XXX, no guarantee in speed, so peak hours, you won't get the rated down speed if you are in a crowded area.
