I have a video clip that I am trying to clip (timewise), crop (dimensionwise), resize, and encode using Indeo 5.11 codec.

MGI Video Wave 4 will do a good job on the resize and encode (ie: no blockyness at all). But it won't let me crop.

Ulead Media Studio 6 will let me crop, but the image is slighly pixilated (not terribly, but not very smooth).

Is there a program out there that can do what I'm looking to do that is freeware? The source video is uncompressed AVI.

Tried that, but the resulting video from UMS still looks worse than the source video (not pixelated, but color issues).

Jason,

Have you tried Virtual Dub? I think the cropping features is in the filters dialog.
