DVD volume low, especially dialog.

I am fairly new to playing DVD's on my PC. I have WinDVD 2.6.4 (latest version). I have a pair of $25 Benwin PC speakers. I have to turn them all the way up to hear the dialog. The rest of the sound comes in OK but not great. I have my options in WinDVD set to Stereo. I have even tried the Dolby Surround setting with no change. My speakers aren't great but I would probably wait of the neighbors playing a Music CD at this level. At bit of an exaggeration but I think you get the point. DVD's just play at low volume. Why? And how do I fix it?
