First off, you need big hard drive. ($$$$$)

Next you need a video capture card. (50 bux and up)

Hook vcr to capture card and capture footage (most likely will be mpeg format).

Next visit www.vcdhelp.com for software/tutorials on how to convert mpeg/footage file into VCD compliant file. (some freeware, some pay)

Next you need burner and preferably 80 min blank CDs. (100 bux and up depending how fast you want to burn)

Next you need burning program (i use Nero for all my burning needs including VCD making). (forgot how much it costs)

Open Nero, select "create vcd" (or something like that). select your footage file (the one that was converted to VCD compliant format).

BURN!

If you are going to convert a mocrovision protected VHS to VCD, make sure the capture card can overcome the macrovision. Otherwise, you won't like the results. If possible, get something with onboard MPEG compression as the results will be better and the overall process will take less time.
