Need a program that will disable deletion of folders for Vista 64 bit

Does anyone know of a program in which I can set which folders I want accessible? I'd like to find something that would prevent the alteration or deletion of all folders unless specified. We used to use a program called smartshield. Once your restarted the computer it went back to factory default. It isn't compatible for Vista 64 bit....

help...

Control over write/delete permissions of folders and files is built into Windows; you'll need to configure a separate non-administrator account for users to log into.

As for the "reset the disc state" app, there's a number of them out there, including the free Windows SteadyState, Returnil Virtual System, Clean Slate, and Faronics Deep Freeze. I don't think any of them support 64-bit Windows yet though.
