Reduce bit rate on existing MPEG?

A couple years ago, I began to use the ATI TV software to record MPEG video on the computer. At the time, I wasn't too familiar with the adjustments I could make to video quality, and I recorded a broadcast or two with a higher than needed bit rate, resulting in larger file sizes.

I'm preparing to burn these files to DVD, but before I commit them to their final home, I would like to reduce the bit rate of the larger files (8000 kbps) to the bit rate on which I later settled (3995.2 kbps).

What can I use to accomplish this?

Note that you're going to be re-compressing an already compressed video, so the dual-compressed videos may look worse than the videos that were compressed to the lower bitrate the first time through.
