Need a good webhost for a forum

Hi, I have small forum for people in my city that is now averaging around a hundred posts a week by 25 or so users. The forum is growing, but I don't see it ever getting much above 250 posts a week.

I have a partner who created the forum using SimpleMachines Forum software on her home webserver using an older version of MySQL. We're looking into upgrading her version of MySQL so we can switch the forum over to phpBB3, but she is afraid that she might mess up the MySQL installation and have the forum go offline for a while. Plus, she is looking to move out of the region in the next few months, so I'd rather have a paid webhost, especially since I have received an offer to sponsor the forum from a local shop.

So, basically, I have two questions.

1. Any recommendations for a webhost designed for forums that is not cost prohibitive?

2. Is it possible to migrate the current users/posts to phpBB3 from SMF?
