I prefer using the free, open-source program 7-zip for unpacking .rar files:

It can unpack pretty near any archive file format you can find on the web.

If you need to create .RAR files, then the only choice is WinRAR
If you just need extract files from .RAR files, many archivers can do that, including 7-Zip, PeaZip, RarZilla, Zipeg...
