Looking for a text file organization tool

Okay, what I'm looking for is a way to organize multiple text pages under one roof, preferably under one file. It can be plain text, rtf, Microsoft Word, whatever. I'd like something along the lines of how the 'sheet tabs' work in Excel, with multiple clickable pages in one document, except word processing based instead of table based. I can't fiigure out how to accomplish this in Word without linking to separate documents. I know I can just make one gigantic file in Word and set up hyperlinks to different sections, but I'd prefer the information on separate pages. Any ideas? Or is there an inexpensive or free piece of software that can do this?

Also, I should add that the point is so that I can edit different pages on the fly, so static web based methods won't work.

Notepad++ lets you have a bunch of text files in one window. You can then save that as session. Each file has it's own tab so switching between them is easy. You can also make it portable.

Since you mention Excel, do you have the whole Office suite? There's a program called OneNote that does exactly what you are looking for.
