Using an iPod in China - Nano G3

Will a Chinese citizen be able to download and use iTunes to sync to a new G3 Nano?

I am taking one with me for my visit next month as a Christmas gift. I assume they won't be able to download songs from the iTunes store. This friend is fairly computer savvy and owns a Sony laptop and desktop. I just don't know what rules Apple has regarding something like this.

I went ahead and bought it now because I am pretty sure there will be a run on these things come December right before my trip. IPod Touch too.

I was looking around in iTunes today and noticed that they have an iTunes store for many countries, mostly in Europe but also in Japan, but no China. I guess there are other cheaper "sources" to get music there. But I suppose that our friend will still be able to use iTunes to manage his iPod.
