Reformatting Hard Drive, Question before I do

Reformatting Hard Drive, Question before I do

I have a Compaq with Windows XP that I got about 2-3 years ago. Anyway, I have a lot of software on it that can't delete (due to missing files,etc) also have virus, ads, and lot of things taking up space. The PC also is running slow. I did a System Restore but it will no longer let me change the month or day. It want let me click on the month back area. So I did a System Recoery and it set Windows XP back to how I had it when it was new. However it still has all the same software I added later. I want to reset my Windows back to how it was when I got the computer. Start all over. I made a CD of the files I wanted to keep. Now, do I just reformat the hard drive? The computer DID NOT come with any CDs at all. However I have a E: drive listed as Recovery. So can I reform and just boot it up?
What do I need to do before I do this?

do you have a windows cd and key? if not, you dont want to format and set up from scratch.

when you boot up.. is there an option to hit some key sequence to access tools? this is typically how you would get to the actual system restore options.
