need help with computer problem

Need some help.
My PC is not booting up.
I keep getting the screen with the options:

start window in safe mode
start window with networking
start windows normally
etc...

When I choose any of these options, the machine reboots and I get back to this same screen. Sometimes I don't even get this screen and get just a blank screen and sometimes after multiple tries of shutting/restarting my PC it comes up fine. Once it is up, it works perfectly. Its just the boot-up that's giving me problems.

I tried swapping vid cards and the same thing still happens.
Is my motherboard broken?
I would hate to replace my motherboard.

Sounds like your Windows crashed/messed up.

Or in other case, power supply could be a problem.

I doubt it is widows or power supply.
Once the machine is up and it works fine.
I also tried restoring my HD to a backukp image and it still happens.
Another symptom, is that I don't hear a beep from the motherboard when the PC starts up.
I'm guessing its a motherboard problem?

Okay. Have you added any hardware recently?
