Webpage Design Tips Please

So, for one of my classes we have a design project. I am the "web" person of the group. I do not know too much about it, but apparently it is more than the others.

I just want to set up a basic site, with some links and information.
I have Frontpage 2000 that I can use, the only problem is I don't want my website to feel like it came from the FP cookie cutter.

Is there a way to make frames in FP, or a free program I can download that is easy to use?

I am not looking for flash (programming or literally) or anything super fancy.

Or if somebody wants to throw toghether a FP layout that I can use for y pages that would be sweet as well. Drop me an email if you would like to discuss further.
