Turning sound off in Mac X

Okay, this may be a stupid question (and I'm annoyed at myself for not being able to figure it out), but in Mac X, why is it that I have the volume all the way down, but programs still play sound? Most especially Firefox and the annoying banner on DVDTalk currently that I can't turn the sound off of. I would think that the main volume in the tool bar control the speakers, but sound will still play from the internet and I can't figure out why? Any clues?

Go to "System Preferences" --> "sound" --> "Sound Effects" and there are a couple of options for toggling on/off the OSX sound effects.

Are you sure the volume is all the way down? I put mine all the way down and it automatically "mutes" it.
