TV to Computer Recording

Is there any way that i can link my computer up to my TV to record from it? What leads, software and connections would i need to do this?

Also i want to make digital backups of some stuff i still have on VHS....what would i need for this?

What is the source for the video signal? Cable box? OTA HDTV?

A fairly cheap NTSC tuner with an MPEG-2 chip (and with composite-in) should be good for use in recording your VHS material.
