Disabling access to mIRC?

Can anyone here tell me how to disable access to mIRC without actually deleteing the program? Is there a setting in my router that I can change so that any mIRC communications can't be sent or received...or can I disable the program altogether?

I am on a home network.

Offhand, on a router level I know you can disable ports 6660-6669, port 113, and ports 1024 and up (say, to 5000). That cripples, but does not stop, IRC.

On the computer with mIRC, you can add known IRC servers to the hosts file.

The problem is, all of these ways can be circumvented. Even advanced packet tracing, beyond the scope of 99.5% of home users, can be circumvented.

IMHO, you need to discuss or deal with the root cause of the problem. Blocking IRC won't fix it.
