Missing HAL.dll

Missing HAL.dll

My friend cannot boot up his PC. He is getting a message about missing HAL.dll file.
I searched google and found that to fix it, you should boot up with a Windows XP CD-ROM disc and hit "R" for recovery mode.
When I do this, it does not list the drive(s) to fix and I just get a C: prompt and craps out afterwards.

What else can i do besides reintall windows?

Sounds like you need to make sure the drive is working properly.
