hard drive not showing entire size available

I just bought a Western Digital 160Gb external hard drive, and it shows as 149Gb total capacity. If I go to the properties for the drive, it shows capacity is 149Gb, but also 160,000,147,456 bytes. Is this due to a Mb being 1024, but usually rounded to 1?

Yes, it's due to 1K being 1024 bytes, not 1000. Some space is also taken up by formatting.
