Windows XP Cannot Start

My neighbor is having computer problems. Simply put, Windows XP won't start. There's a black screen with this message:

"We apologize for the inconvenience, but Windows did not start successfully. A recent hardware or software change might have caused this."

Among the options, none work (Safe Mode, Safe Mode w/ Networking, Safe Mode w/ Command Prompt, Last Know Config, Start Windows Normally).

According to the owner, he did not install any updates or open any suspicious e-mails.

I appreciate any suggestions you might have to resolve this issue. By the way, he does have some very important files on there so I don't want to risk losing the data at all...

Thanks

then first install the drive as a slave in a working pc and back it up
then I'd do a repair reinstall. it will reinstall XP but not format or lose anything, and existing installed programs will still be installed

you'd likely have to redo the service packs then
