Encoding low bit rates into higher ones?

I downloaded a song which was 128 kbps. Since it's an already existing mp3, is it possible to encode it any higher? Sorry if this a stupid question...

It won't sound any better for subsequent re-encodes.

Re-encoding can only degrade sound quality. If you're lucky the sound quality might remain the same, but you'll have a larger file size with no gain in quality.

You can't add something that isn't there.

To sum up:
Is it possible? Yes.
Should you do it? No.

Okay, gotcha.

Yeah, I knew it could be done, but didn't think it was gonna improve the sound. Thanks for the responses.
