Freeware sound editing program to add in own sound effects?

Hi, does anyone know of a freeware (or one you have to buy if it's not too expensive) program that will allow you to put your own sound effect into a song? For example, there's one word that appears a lot in a song, and I just want to insert a brief sound effect so that it will play over that particular word without effecting the rest of the song.

I guess this could also be called splicing ?
