Network IP error/conflict?

I've been getting this error message every so often. I don't run a network. Just a single computer hooked up to a LAN/internet. The DSL in my complex is routed to 5 or 6 other tennants.

"The system has detected an IP address conflict with another system on the network. Network operations on this system may be disrupted as a result. More details are available in the system event log. Consult your network administrator immediately to resolve conflict."

Any help on what the problem is? or where the system event log is?

It means your Network administrator is using Static routing and has assigned two tenants with the same IP Address. They will need to give you a new IP address or use DHCP to automactically assign IP addresses.
