burning a multiregional DVD-R

When I make a DVD-R, what region is it? (I live in the US) How do I make it multiregional? I'm travelling to Mexico, and want to make sure my DVD-R's play on their machines.
Thanks for your help -

When you burn your own material to a DVD it isn't region encoded at all unless you use an authoring program that lets you select the regions.

I haven't seen one of those yet and I've used CD Creator, Nero, Pinnacle Studio, and Sonic MyDVD.

Region encoding is a marketing thing. PC Burners always (it seems) default to no region encoding when burning a disc.
