Socket error when trying to start Apache 2

I'm getting an error when I try to run Apache. It used to work fine, has been a while since I last used it but I'm working on a major overhaul of my site and it's easier to test it on my system than upload it to my webspace on my old school account.
The error might be OS related and not actually apache, but any help is appreciated

win98se, apache 2.0.44 using the binaries they compiled I haven't modified the source and recompiled it

[Sun Jan 04 18:46:32 2004] [crit] (OS 10038)Socket operation on non-socket: make
_sock: for address 0.0.0.0:80, apr_socket_opt_set: (SO_KEEPALIVE)
no listening sockets available, shutting down
Unable to open logs

edit: just did a repair install and now it gets a "program caused an illegal operation error" and closes
