No video signal from new computer...HELP!

My mom's motherboard fried itself, so she bought a new motherboard and processor and I have put it all together for her. But no video signal from the onboard video, so I stuck an old video card I had laying around in it and still no video. When I unhook the monitor from the computer it clicks, the light on the monitor turns green for just a second and then clicks back off. Any ideas?
