Modem line and phone port question

Most desktop modems have a port for line and one for phone. I always thought the one for phone would not dial out.
well today at work one of our customer called in. Was getting a connection of 28kbps using the line port. just for the hell of it he connected the phone cord to the phone port and it connected at 50kbps
any ideas?
I'm thinking the wiring in the modem was messed up

If I remember correctly, I bought a USB modem for my sister and you can plug the phone line to any of the 2 jacks.

They are labeled for convience...

For outgoing modem calls the particular port may not matter.

But I think it does make a difference if you use some of the features such as picking up the phone while on the modem and not having it affect the modem session and possibly even accepting incoming calls.
